Basically I'm doing 60mins of swimming 4 or 5 days a week and then on the weekend I do 20 min of walking, 10 of jogging, 5walking, 10 jogging and 20 walking. AAAAND I'm eating around 1400-1600 calories a day being as healthy as possible. Do you think that's enough for me to loose 4kg for december? Any observations?

4kg is a realistic goal, and very possible to reach since you’re exercising and eating healthily daily. It may take a few weeks into December to see significant changes but as long as you keep up your current routine you will see them.
